Xcel Energy/Southwester Public Service TUCO/ Texas & Oklahoma
This project consisted of approximately 200 miles of a 345kV transmission line. It connects the existing SPS TUCO Substation located approximately two miles north of Abernathy in Hale County, Texas to an interconnect point located between Texola and Erick in Beckham County, Oklahoma. AWS completed appraisals throughout the entire project, which included seven counties in the Texas Panhandle and one county in western Oklahoma. Property types primarily consisted of dry cropland, irrigated cropland, and ranchland/recreational land. The appraisals included the valuation of the partial acquisitions for permanent easements while determining the impact to the remainder land and/or improvements. Expert witness testimony was provided on multiple occasions. Ameren Illinois Rivers Project/ Illinois This project consists of a new 345kV transmission line across Illinois from Palmyra, Missouri to Sugar Creek, Indiana. The total project is 330 miles in length. AWS completed appraisals on the west half of the project, which consisted of five line segments through nine counties in Illinois. Property types included agricultural, recreational, residential and industrial uses. AWS completed appraisals on over 1,500 parcels. The appraisals included the valuation of the partial acquisitions for permanent easements while determining the impact to the remainder land and/or improvements. Rocky Mountain Power - Sigurd to Red Butte / Utah This project consisted of a new, single-circuit 345 kV transmission line connecting the Sigurd substation, located approximately six miles northeast of Richfield in Sevier County, Utah, to the Red Butte substation, located southwest of the town of Central in Washington County, Utah. The line is approximately 160 miles long. AWS completed a market study and appraisals for multiple properties involved in the project within Washington, Iron, Millard and Sevier Counties, Utah. Oncor Electric Delivery Company, LLC – CREZ Project / Texas AWS completed market studies for multiple counties located in West, Central, and North Texas. Additionally, over 100 appraisal reports were completed on properties located in Wilbarger, Clay, and Montague Counties. Property types included agricultural uses, rural residential uses and vacant land. The appraisals included valuation of the partial acquisitions for permanent easements while determining the impact to the remainder. Expert witness testimony was provided on multiple occasions. PacifiCorp-Oquirrh to Terminal Project / Utah AWS completed preliminary market studies and appraisals in western Salt Lake City in conjunction with the proposed construction of an electric transmission power line. The project was just one phase of the Rocky Mountain Power expansion. The scope of the preliminary market studies included collection and confirmation of data for use in estimating offers for right of way and estimating right of way costs for project budgeting. The scope of the appraisals consisted of estimating the fair market value of both partial fee acquisitions, and total acquisitions, associated with the proposed electric transmission right of way. Project postponed due to permitting. 230 kV Tri-State Generation and Transmission Association / Colorado and New Mexico AWS completed preliminary market survey’s for a 115-mile 230kV transmission route over two states and three counties from Walsenberg, Colorado to Gladstone, New Mexico. The preliminary market survey's scope of services included collection and confirmation of data for use in estimating offers for right of way and also for estimating right of way costs for project budgeting. The scope of work also included crop damage estimates. Sabine River Authority Water Line Project / Texas Completed market surveys, appraisals and expert witness testimony for a water pipeline project in Rusk County, Panola County and Shelby County, Texas. The project consisted of over 30 appraisals on a route across three counties. Properties along the line were primarily agricultural tracts consisting of timberland and pastureland with some rural residential sites. The market surveys involved the collection and confirmation of sales data as well as estimating value ranges of properties along the project. The appraisals included the valuation of partial acquisitions for permanent easements and determining the impact to the remainder. Sharyland Utilities - CREZ Project / Briscoe, Carson, Castro, and Deaf Smith County, Texas AWS prepared summary appraisal reports for the Sharyland Utilities - Competitive Renewable Energy Zone (“CREZ”) Project. This project consisted of approximately 250-300 miles of new electric transmission facilities, including four collection stations and five 345 kilovolt (“kV”) transmission line segments, located in the Texas Panhandle and South Plains. Summary appraisal reports were prepared for both the proposed right of way and the collection station sites. Most of the impacted properties were agricultural. The acquisitions consisted of both partial and whole acquisitions and the appraisals involving partial acquisitions required before and after analysis. Williams Communications Fiber Optic Project / Illinois Appraisal project extending from St. Louis to Peoria, and Peoria to Chicago, Illinois. The appraisal involved the valuation of a fiber optic line within a highway right of way. The scope of services included valuing over 200 miles of highway right of way through 10 counties and determining a lease rate for the fiber optics line. Commercial, industrial, agricultural, and residential land uses are situated along the route. Lewis and Clark Rural Water System Waterline Project / Iowa and South Dakota Appraisal project which valued land for a waterline from the Missouri River to Sioux Falls, South Dakota across three counties as well as an offshoot waterline in Sioux County, Iowa. The line runs through areas of agricultural, gravel extraction, and future residential development land uses. Salt River Project Pinal West to Southeast Valley/Browning/500kV Overhead Transmission Line / Arizona AWS completed over 175 appraisal reports for this 90 mile project. Property types included agricultural, rural residential and developing areas to include residential subdivisions. The appraisal included the valuation of partial acquisitions for permanent easements while determining the impact to the remainder. The transmission line provides power from the Palo Verde Nuclear Generating Station to new substations throughout the rapidly growing Pinal County and in general, the Phoenix Metro area. Cross Texas Transmission - CREZ Project / Collingsworth, Wheeler, Briscoe, and Hall County, Texas Performed summary appraisal reports for the Cross Texas Transmission - Competitive Renewable Energy Zone (“CREZ”) Project. This portion of the proposed project consists of approximately 175 miles of new 345 kilovolt (“kV”) transmission line, located in the Texas Panhandle. Summary appraisal reports were conducted for the proposed acquisition of agricultural and recreational land for transmission line easements. Appraisals were conducted for partial acquisitions and expert witness testimony was involved. Potomac Appalachian Transmission Highline (PATH) / West Virginia, Virginia, and Maryland This project consisted of an approximate 275 mile 765 kV electric transmission line that extended across the States of Maryland, Virginia, and West Virginia. The route crossed a total of 17 counties. AWS completed market studies and the scope of services included collection and confirmation of data for use in estimating offers for right of way easements. AWS performed transmission line impact studies in Virginia and West Virginia and prepared over 200 appraisal reports for properties located across West Virginia, Virginia, and Maryland. Property types included agricultural uses, rural residential uses, residential subdivisions, and vacant land. The appraisals included the valuation of the partial acquisitions for permanent easements while determining the impact to the remainder land and/or improvements. Mesa Power / Texas AWS completed a preliminary market study for a 250-mile pipeline route over eleven counties from just south of Miami, Texas in Roberts County to northwest of Jacksboro, Texas in Jack County. The preliminary market survey's scope of services included collection and confirmation of data for use in estimating offers for right of way and also for estimating right of way costs for project budgeting.
